Yes. If the unit is held as separate property with its own land and mortgage register entry (or as a cooperative ownership right), the transaction must be concluded as a notarial deed. Resale of purely portable structures - a metal garage standing on leased ground, for instance - is the exception.
If you buy on the second-hand market, you as the buyer are obliged to pay civil-law transaction tax. It amounts to 2% of the property's market value and is collected by the notary at the moment the deed is signed.
